Update Helsinki and other Finland urban region metadata

This is an alternative to #422. It's quite hard to come up with accurate and useful metadata about the "other" region, but this one's definitely an improvement. The feed URL is the same, but its contents include several cities around Finland. For this reason I think I'd personally prefer #422.
