[improvement] Blocking alerts on full/empty stations

It doesn't make sense to set alerts on stations that are not full or empty. The application should not allow it.

It does not make any sense, but allows testing if the system does work / the users can try it without having to do it with a real case-situation.

Maybe find a way to explain it to the user better than this blitzkrieg?
