Return caching headers for system kills/jumps (monolith)

Feature request

Return sys:cached_on and sys:cached_until attributes from get_system_jumps-v1 and get_system_kills-v1, prime internal cache on a cycle rather than on-demand

Use case

Tracking system jumps/kills over longer time periods you will eventually encounter the cache drift, which can potentially let some statistics slip through
