Allow creation, deletion and renaming of bookmarks folders.

In addition to the GET /characters/{character_id}/bookmarks/folders/ endpoint, It would be nice to have endpoints to create, delete and rename bookmarks folders.

Bump ! The new time-based auto-deletion isn't flexible enough for our usage. I have a project ready to work, just waiting for corporation bookmark deletion endpoint !
