Please consider forwarding cfitsio adjustments to upstream

HEASARC finally decided to move their cfitsio development to Github: https://github.com/HEASARC/cfitsio . If there are changes in fitsio, it would be great if they could be forwarded as Pull Requests to this repository, so that people using an external cfitsio (like the Debian package) would benefit from the improvements as well.

If there are no changes, please just close this isse.

This is great news. We have quite a few patches. We can definitely make prs.

I sent the biggest one we have. Once that one gets merged and released, we can stop carrying most of the other patches (which control how we apply the actual one we care about).
