I think that CI is currently not available for this package. It used to be based on travis-ci and was never upgraded when that service disappeared. I'be wary of merging...

@oscargus llvmlite 0.40.0 was released already and supports Python 3.11 -- do you want to give this another spin.
I've added this to the 0.60 milestone as I would like to see Numba drop 3.9 with 0.60 and move closer to SEPC 0.

Need to update the checklist such that crafting a "GitHub release" is part of the main release process rather than being a post-release action. This was mentioned a few times...
@mhvk thank you for the heads up. I took the liberty to create a milestone for Numpy 2.0 -- that we may collect all the tasks that pertain to that....
