Check that BAR size is big enough

On PCIe devices the addresses retrieved from the status core (e.g. Platform or PE) might not fit the BAR settings. This error only happens when a user decides to introduce a new platform, but to make debugging easier we can add a check that prints a helpful error message. Otherwise, the kernel simply complains about a bus error.
