improve table building

Is your feature request related to a problem? Please describe. In a lot of places in SaltGUI, the construction of table fields is a bit primitive. This can be improved.

Describe the solution you'd like Initially, table fields should be created as TDs. When a tooltip is added, it should be automatically upgraded to TD+SPAN. Any content must be moved to the SPAN. Any class-information must be moved to the SPAN. Any (relevant?) style-information must be moved to the SPAN.
