Vale can't find .ini in environment variable

Environment

OS: Windows 11 Install: Chocolatey Version: 3.4.2

Describe the bug / provide steps to reproduce it

Vale isn't respecting 2 of my environment variables.

But it's looking for the ini file in the wrong place:

The styles directory is respected. Any ideas?
