I did a pretty deep dive on power management recently. This may work, but it's unclear whether Xen has the ability to write MSRs. Besides that, installing a bunch of python stuff and having a script fire every few seconds isn't an ideal solution for dom0. See: https://github.com/QubesOS/qubes-issues/issues/4604
