Make turbo ratios configurable

this is a followup to #24

We need to set 0x64C and 0x1AD. Turbo should be enabled 0x1A0 bit 38. 0xCE bit 29 should get checked and 0xCE 15:8 should be used as max value. additionally we may read the ratio from the configured TDP profile 0x649 32:16 and 0x64a 23:16 (I am not 100% sure but this should be the correct value).
