Disallow connections to -other- irc networks.

Hopefully this could be a progressive feature in future, for now I'm trying to stop people abusing this system, I am hosting it on a public server and to avoid people using my server as a 'bouncer'/'proxy' to plague other IRC networks I'd like a feature to prevent outbound connections to non-specified addresses.

in future this could be allowed or disallowed based on a config line in the user account.

for now, simply the ability to make the 'server' details immutable/uneditable would be enough I think.
