Another conversion issue

Can't convert layer : id = 285 , name = 610 , type = Interpolate , version = opset4 !
Can't convert IE model v11!
Result: 0

Hi! I started to fix this issue. But it was too large to fast fix so I paused it. I will start it again when I have free time.
