yaws_exhtml might be broken for many years

Try yaws_exhtml:fformat(). to get an exception.

I think the two test functions fformat/0 and sformat/0 should be renamed or moved to test directory. sformat/0 shares the same name as two api functions sformat/1,2. Very confusing at least.
