Create image for elixir 1.13-slim with Erlang 23

Hello,

We want to upgrade to Elixir 1.13 version with Erlang 23, as there is a requirement. But related to this version combination, there is no official image available in https://hub.docker.com/_/elixir Hence, please create this image?

You might make a PR, I does not write elixir code recently, and I feel uncertainly with it.
