Built-in keyboard does not work outside Monterey

With this EFI, I'm getting a strange phenomenon. Before loading Monterey 12.4, e.g., at the BIOS configuration screen (F2), Boot Manager (F12), and OpenCore Menu, the built-in keyboard does not work. As long as Monterey is loaded, the keyboard functions normally.

An external USB keyboard will not have this issue.

I swapped to a Windows disk, booted it into Windows, and then the keyboard returned to normal. But the moment I swapped back to Monterey, the issue occurs again.
