Work out credit for dailies/recurring tasks

There is a minor bug here that sometimes checks todo tasks even when they are not due today. What's up with the strings? Do I need to pull cron times for habitica and for todoist here? Should everything be run in terms of UTC? What happens if habitica and todo cron times are not identical (oh god)?
