powertop does not correctly detect battery discharge rate on HP Elitebook 850 G5

The powertop utility does not seem to correctly report the battery discharge rate on this laptop. They are always impossibly low.

Ubuntu 18.10 powertop v2.9 tlp installed from repos, using default settings

The battery reports a discharge rate of 367 mW
The power consumed was 0.00 J
The estimated remaining time is 51 hours, 3 minutes
...

Ubuntu's battery applet seems to give a sensible number for the actual battery time remaining (usually somewhere around 8hrs for full w/ tlp installed) but I've never actually ran it until battery failure to confirm.
