fedora ruby update breaks native-libs dep, again

For the last week or so, the fedora packages don't work due to Fedora ruby update putting thing out of sync.

Work is being done to package it for Fedora. Hopefully close. https://bugzilla.redhat.com/show_bug.cgi?id=470696
