Fix bor txlookup

Currently we are not saving bor state-sync transactions into our TxLookUpEntry

I am still using v2022.07.04 and the above changes are on top of that, So some params might differ.

Looking better, Can we remove some unwanted changes now, I see some changes in this PR which are not required now.
