Create RPM package

Create RPM package for the project and add it to the Fedora (possibly EPEL).

A submitted issue to RedHat Bugzilla: https://bugzilla.redhat.com/show_bug.cgi?id=1484561 so Ludolph can become part of Fedora (possibly EPEL) repositories.
