Remove/replace net6.0 refs with net8.0

I was able to fix the build errors mentioned in the issue with these changes. Diff is large because there are many generated files. Most of the changes are fairly simple and mechanical.

Please let me know if this is appropriate way to fix this or if I should do something different to get repo to build.
