Fix utf8 read

It fails to setup here: [jeff@odin fgmk]$ pip3 install . Command "python setup.py egg_info" failed with error code 1 in /tmp/pip-i31t79i5-build/

Just a quick fix to make it read the file as utf8. Cheers.
