Add a way for users to request DOIs for their carrels (FAIRify the carrels)

need Don Brower for this conversation . We need PIDs or UIDs or DOIs etc for carrels to be FAIRified.

This depends on the infrastructure more than anything else. Is the distant reader committed to maintaining content over time?

The easiest way is to figure out a PID scheme and use that. If it is on ND infrastructure we may be able to use our datacite subscription to make DOIs.

In the mean time or just because, maybe we should do ARKs against the carrel UIDs?
