Different limitation of ingoing and outgoing speeds

Why did you combine them into one dialog and made it necessary to set them both up?

What should I set if I want to limit only outgoing speed and to left ingoing traffic unlimited?

It's a historical thing, tied to the way most torrent clients I supported early on only supported setting both at once.
