Random walk: Open random note linked from current note

This is a feature request on the Obsidian forum and I thought this plugin would be a good home for it: https://forum.obsidian.md/t/wander-feature/21229

The idea is to explore one's note network with a random walk. Like the 'random note from search result' feature, It's valuable because it lets you provide a more specific context for the randomizer.

1. User opens a particular note (or opens a random note). Required for this note to have either incoming or outgoing links.
2. Executing 'random walk' command opens a random note from the incoming or outgoing links.
3. Repeat the command to explore the 'local' network.
