Admin RPC should be structured rather than hand-designed

Currently admin RPC is a webservice with hand designed routes and parsing. It should really be a structured GRPC service with concrete request and response objects, and then we can generate client libraries. It'll be both faster and less error-prone, and would also allow for mobile or desktop apps to be built easier in addition to the web app.
