Fee Contract Address should not be constant but new for each epoch

Deriving Fee Contract Address from epoch-index and some basis would allow for better blockchain persistence to databases.

eg. index for address would cause memory allocation problems as fee-contract-address row would contain millions of BoxIds. This is a problem in all kinds of databases, KV, columnar, relational, timeseries ...
