This shouldn't be too hard to do – the main issue here is in figuring out which STATS characters to implement. I'm gonna take a closer look at http://defs.ircdocs.horse/defs/stats.html for guidance on what's out there today, extract the widely-implemented characters from that to make the STATS message section of Modern more accurate and up-to-date, and then base our implementation of STATS from Modern.

Seeing as dan is talking about chars, and STATS is not normalized, I would propose an alternative implementation:

<Zarthus> that issue may be a good time to revise how stats currently works in most major ircds by using naming rather than characters
<Zarthus> you ALWAYS have to read the helpdocs because it's just super unclear. /stats KLINES is so much clearer
