No matching manifest for EOL image in Makefile

What steps did you take and what happened: [A clear and concise description of what the bug is.] Cannot pull EOL image in Makefile for arm64:

docker pull docker.io/library/alpine:3.2
3.2: Pulling from library/alpine
no matching manifest for linux/arm64/v8 in the manifest list entries

This prevents development in mac enviornment.

What did you expect to happen:
