[Bug]: New projects lack a 'Release' build

What happened?

Using old projects works fine, but new projects created in 17.3.0 only seem to have a Debug build, no release.

Steps to reproduce

Take an old workspace.
Create a new project.
Go to project settings - 
drop down box at top only lists Debug.
