Failed realizations not reflected in run model after ert restart

To reproduce Steps to reproduce the behaviour:

1. Run Ensemble experiment (make sure some, but not all, realizations fail)
2. Run a manual update by clicking Run analysis
3. Select the Evaluate ensemble simulation mode

At this point the Active realizations will be a comma separated list of only the active realizations: Active realizations, 35-54, 56-77, 80-86, 88-92, 94-95, 97

However by closing and reopening ert this becomes: Active realizations: 0-99

Expected behaviour Expect only the active to be shown, as starting more will crash ert.

Note that es-mda restart does the same thing, where the iterations are shown as all of them, however that run model only starts the active.
