Make it possible to specify multiple OBSERVATIONS keys in config

So technically we should allow using the OBSERVBATIONS keyword multiple times, and concatenate the lists of observations together

Not sure we should action on this now, while probably not that much work to do, I think we should consider alternate formats/different ways of creating observations instead. I am inclined to close this issue as wontfix, and we go a different way with the configuration instead.,
