Creating a default community health file

Is your feature request related to a problem? Please describe.

This is not an issue directly related to Epinio itself but as explained in this documentation, I would like to create missing files and put them in the default repository .github

That would mean creating the file CODE_OF_CONDUCT.md and creating a default CONTRIBUTING.md

While a default code of conduct exists for every repository, I still believe that we should have a default CONTRIBUTING.md file deployed on https://github.com/epinio/.github/
