VaPopover smart triggers

Would be nice if we have popover shown on hover, but if need to be always be shown user can double-click

Here in example, I need to click to fix popover or wait 3sec. firefox_ozUPExM8tk

It would be ideal to understand implementation complexity as the feature is not worth it if we need to overhaul component significantly. It might be worth it if implementation is simple though.
