Move minimum python version (remove 3.10 support)

As we stay on the latest versions of our dependencies, we need to change versions of python accordingly.

See numpy drop schedule
While numpy v2 supports 3.9-3.12, v2.1 moves to 3.10-3.13 and may be establishing a pattern.
