Create Nuclei Scan database model (maybe)

At a glance, I don't see a database model that lines up very well with the new scan. This ticket is 1 part research, 1 part implementation. If we can use an existing model, that would be great, and we should do that. If not, we'll need to create a new db model to store the relevant info.
