Internal participation comment for planners

As a planner, I want to be able to add a comment to a participation myself (e.g. to indicate to other planners what was agreed upon with a volunteer). The comment should only be visible to other planners, but not the volunteer. (Optionally add a flag whether the comment should be visible)
