Set privacy-relevant flags in all tasks

We should explicitly set values for scheme, noiseScale, clippingRadius, decentralizedSecure, minimumReadyPeers, and maxShareValue in all existing tasks (here).

Let's turn secure aggregation on and set clippingRadius to 20 and maxShareValue to 100.

@martinjaggi , what value should we use for noiseScale ? Maybe 5e-5 ?

Let's work on this issue in PR #425 (ie in branch NaN-trainingInformant-comments-Felix)
