New: Basis for JOSS paper

PR to write the JOSS paper

I was talking to Konstantinos and the project could be a good fit for a JOSS paper.

Then there'd need to be a place to work on it & discuss things and I thought a PR is a good reasonable choice. Since I already set up the JOSS basics my Cartesian impedance controller repo, I did the same for this one. If it will eventually be merged is a different story.

As @matthias-mayr said this was my initiative since he already had the structure for another paper. After the Christmas holidays, I will be more active in order to finalize a paper for JOSS which indeed seems a good fit.

Instructions to get a preprint out of the JOSS compilation process are here: https://github.com/openjournals/inara#usage-via-docker With some small modifications it could be compiled and submitted to arXiv.
