Add polar charts (enhancement)

Please add to the library a "scatter" plot on polar axis. It will be good to have to choose a "scatter" view:

1. Arc figures. Inspired by nttiny library and looks like this

2. Circle scatters. It looks like matplotlib polar scatter plot
