Lab 17 - skopeo to quay fails the first time

Lab 17 was updated to remove the manual step of creating the repo assuming that the skopeo copy to quay would create the repo once pushed. the repo does get created but the command fails eventually fails. Subsequent runs of the pipeline successfully push the image to the repo
