Allow to specify excludes for all run notifications

Background At the moment it is possible to add some excludes, by instance type and parameters, to IDLE RUN notifications. These excludes are set using SystemPreferences system.notifications.exclude.instance.types, system.notifications.exclude.params.

It would be great to apply this logic to all run-related notifications: HIGH_CONSUMED_RESOURCES, LONG_PAUSED, LONG_PAUSED_STOPPED, LONG_RUNNING, LONG_STATUS, PIPELINE_RUN_STATUS
