Background

Relates to #2595.

Currently Cloud Pipeline provides listing API for registered data transfer services. It allows to list any local paths from data transfer service. Nevertheless Cloud Pipeline does not provide any APIs for creating and retrieving data transfer tasks from data transfer services.

Approach

Cloud Pipeline shall provide API for data transfer tasks management for registered data transfer services.
