SQL error at attempt to create Hot node pool with 00:00 time specified for Start on or Ends on

Describe the bug Attempt to create Hot node pool with time 00:00 (server time) specified for Start on or Ends on gives SQL error.

To Reproduce

1. Open the Cluster state page
2. Click the HOT NODE POOLS tab
3. Click the "+ Create" button
4. Specify required values on the Create hot node pool pop up
5. Set time 00:00 for Start on or Ends on field (if time on client different from server time, set time corresponded 00:00 server time)
6. Click create button

Actual result SQL error: Your operation has been aborted due to SQL error.. Hot Node Pool isn't created

Expected behavior Hot Node Pool is created without error
