Update Python version to 3.12 for all microservices

Currently we're using Python 3.8. This task is to update all microservices to 3.12.

• [ ] common libraries updated to 3.12
• [ ] convert microservice updated to 3.12
• [ ] jobs microservice updated to 3.12
• [ ] pipelines microservice updated to 3.12 (continue to use pipelines microservice as facade to airflow)
• [ ] processing microservice updated to 3.12
• [ ] taxonomy microservice updated to 3.12
• [ ] users microservice updated to 3.12
