Add Scoop installer

Scoop is an open-source Windows package manager. It currently has the most packages out of all Windows package managers. Scoop is commonly used to distribute open source projects.

Scoop distributes the old DisplayCal version from 2020, which is what I have been using so far. https://github.com/ScoopInstaller/Extras/blob/master/bucket/displaycal.json

Would you be willing to maintain an installer for displaycal-py3 (add and keep it up to date)? https://github.com/ScoopInstaller/Extras/issues/15251

If you don't want to maintain it, I'd be willing to open a PR and add the installer myself.
