Account creation process, could someone explain the "Amount to delegate" option ?

Also I don't understand the checkbox "Check this if you want to transfert the delegate stake [...]" I'm trying to create an account for my dad, many thanks!

This option gives you the opportunity to chose if you desire to send EOS to the new account and never recover it or if you want to recuperate the amount sent after a while.
