What happened

1、上传插件版本0.1.0，创建awel-layout，创建应用，正常运行。 2、再次上传插件版本0.1.1，提交更新后的awel-layout（第一次报错，第二次保存成功），提交更新后的应用（第一遍失败，第二遍才成功），不能正常运行新的插件版本，还是旧的版本，或者就直接报错不运行了。重启dbgpt server服务后，新版本被加载，成功运行。

What you expected to happen

希望： 1、上传插件新版本后，旧的awel-layout颜色置灰或者提示不可用，要求提交后使用，并且提交仅一次即可。同时，旧的应用也同awel-layout awel工作流展现。 2、希望初始加载服务时不加载插件，或者选择可否加载插件，始终以页面点击生效插件为准。

How to reproduce

我源码部署的，没有使用docker, 按道理不影响。
