can't pass more than 1 ssh key at new droplet

the URL generated when options contains more than 1 key doesn't follow the rule of the API.

should be &sshkeys_id=xxx,yyy,zz but its generate &sshkeys_id=xxx&&sshkeys_id=yyy&sshkeys_id=zzz
